Abstract

In the context of university autonomy in Vietnam, academic incentive scholarships have become an important policy tool that is increasingly influenced by the diversification of funding sources and competition among higher education institutions, giving rise to several notable issues. This article employs qualitative methods to analyze the current situation and clarify the theoretical basis and legal framework of scholarship policies in higher education institutions in Vietnam. The results show that the main sources for scholarships are the state budget and the institutional revenue. The scholarship amounts are also not commensurate with the needs of the students. Opportunities to access scholarships are also limited, mainly focusing on GPA and academic performance. Based on these results, the study proposes policy implications and solutions to improve the effectiveness, equity, and sustainability of scholarship policies in Vietnamese education.
