THE POLICIES IN KOREAN CULTURAL INDUSTRY DEVELOPMENT DURING KIM DAE-JUNG’S PRESIDENCY (1998 - 2003)

Abstract

Since the late 90s of the 20th century, the government of President Kim Dae-jung (1998 - 2003) has recognized the importance of accuracy in public cultural industry within the country's overall development strategy. On that basis, investment policies for cultural industries have continued to focus on various contents, such as promulgating laws and establishing agencies; organizing, investing capital, searching for markets; diversifying cultural forms and preserving traditional values, etc. Those policies have promoted strategy of advertising and exporting culture - an important basis for creating the explosion of Hallyu Wave 1.0 (the first Korean wave). During the period of 1998 - 2003, the development of cultural industry policies under the President Kim Dae-jung's government created foundational conditions for Korea to implement cultural export and cultural diplomacy strategies, and increase national strength before the changes in the new century - the 21st century. These policies made important contributions to the development of Korea's cultural industry from 1998 - 2003, so President Kim Dae-jung was called “Cultural President” by the Korean people.
