DEVELOPING SUSTAINABLE TOURISM CRITERIA FOR SA PA, LAO CAI: AN INTEGRATED APPROACH BASED ON GLOBAL STANDARDS AND SUSTAINABLE TOURISM INDICATOR SYSTEMS

This study develops and validates a set of criteria for assessing sustainable tourism in Sa Pa, Lao Cai, amid increasing pressures on the environment, infrastructure, and the degradation of cultural values. An integrated approach combining the Global Sustainable Tourism Criteria (GSTC) and an indicator system aligned with the Swiss Sustainable Tourism Programme (SSTP) is applied to propose 26 indicators across five pillars: governance, economy, community, culture, and environment. Data collected from 312 tourism enterprises were analyzed using Cronbach’s Alpha and Exploratory Factor Analysis (EFA). The results indicate that the model is highly reliable while also revealing uneven development among the pillars. Governance was rated positively, whereas cultural and environmental aspects show notable limitations. Based on these findings, the study proposes several orientations to enhance governance effectiveness and promote sustainable tourism development in Sa Pa.
