CLIMATE CHANGE IN THE WESTERN MOUNTAINOUS OF NORTH CENTRAL VIETNAM: PERCEPTIONS AND ADAPTATION MEASURES IN XUAN THAI COMMUNE, THANH HOA PROVINCE

Abstract

This study evaluates the impacts of climate change and practical adaptation strategies in Xuan Thai Commune, Thanh Hoa Province, a representative area of the western mountainous region of North Central Vietnam, using interview data, a survey of 75 households, and statistical analysis. The findings reveal a distinct divergence in livelihood risks: agricultural is directly affected by impacts from natural disasters, including soil degradation and landslides, whereas non-agricultural livelihoods are vulnerable to disruptions in transportation and supply chains. The research highlights predominantly reactive adaptation, as the community primarily relies on flexible, short-term livelihood adjustments (40.3%) while remaining highly dependent on public investment in protective infrastructure (29.7%). Consequently, the paper proposes a resilience-building strategy centered on leveraging natural capital and indigenous culture cultural resources, including sustainable forest management and community-based tourism, supported by government's commitment in strengthening essential infrastructure.
